The game is either unable to determine the speed of the wheel, the direction of the spin, or it was unable to determine the starting point on the wheel. Speed and direction are handled by the encoder sensor, home position sensor determines the start. Check function of sensors and replace if necessary. To check a sensor using a digital multi meter place your meter between ground and the signal line. The signal line will read a 5v change in state when the optics are blocked and unblocked. Below are the pin outs for the individual sensors :

The clicker sensor signal is passed through the center display board, the signal can be measured on the J2 connector from the display on the white wire and will connect into the ring board on the J9 MOT_Con connection.
The harnessing and connections for the sensors can also be effecting the game. When plugging and unplugging harnesses make sure to pull by the connector and not the wire doing so can loosen the pins in the connector causing them to be pushed out when the connector is inserted into the board.
One of the functions of the VW2035X ring board is to interpret the data from the sensors and relay the information to the main board.
