To check the output signal from the I/O board place your black probe on one of the black wires for the ground terminal strip with you meter set to VDC use your red probe to check each pin of the P3 connector. When the signal for the solenoid is not present you will see 36vdc when the signal is being sent your meter will read 0vdc.
